Welzijn.AI: Developing Responsible Conversational AI for Elderly Care through Stakeholder Involvement

We present Welzijn.AI as new digital solution for monitoring (mental) well-being in elderly populations, and illustrate how development of systems like Welzijn.AI can align with guidelines on responsible AI development. Three evaluations with different stakeholders were designed to disclose new perspectives on the strengths, weaknesses, design characteristics, and value requirements of Welzijn.AI. Evaluations concerned expert panels and involved patient federations, general practitioners, researchers, and the elderly themselves. Panels concerned interviews, a co-creation session, and feedback on a proof-of-concept implementation. Interview results were summarized in terms of Welzijn.AI's strengths, weaknesses, opportunities and threats. The co-creation session ranked a variety of value requirements of Welzijn.AI with the Hundred Dollar Method. User evaluation comprised analysing proportions of (dis)agreement on statements targeting Welzijn.AI's design characteristics, and ranking desired social characteristics. Experts in the panel interviews acknowledged Welzijn.AI's potential to combat loneliness and extract patterns from elderly behaviour. The proof-of-concept evaluation complemented the design characteristics most appealing to the elderly to potentially achieve this: empathetic and varying interactions. Stakeholders also link the technology to the implementation context: it could help activate an individual's social network, but support should also be available to empower users. Yet, non-elderly and elderly experts also disclose challenges in properly understanding the application; non-elderly experts also highlight issues concerning privacy. In sum, incorporating all stakeholder perspectives in system development remains challenging. Still, our results benefit researchers, policy makers, and health professionals that aim to improve elderly care with technology.

How Are LLMs Mitigating Stereotyping Harms? Learning from Search Engine Studies

With the widespread availability of LLMs since the release of ChatGPT and increased public scrutiny, commercial model development appears to have focused their efforts on 'safety' training concerning legal liabilities at the expense of social impact evaluation. This mimics a similar trend which we could observe for search engine autocompletion some years prior. We draw on scholarship from NLP and search engine auditing and present a novel evaluation task in the style of autocompletion prompts to assess stereotyping in LLMs. We assess LLMs by using four metrics, namely refusal rates, toxicity, sentiment and regard, with and without safety system prompts. Our findings indicate an improvement to stereotyping outputs with the system prompt, but overall a lack of attention by LLMs under study to certain harms classified as toxic, particularly for prompts about peoples/ethnicities and sexual orientation. Mentions of intersectional identities trigger a disproportionate amount of stereotyping. Finally, we discuss the implications of these findings about stereotyping harms in light of the coming intermingling of LLMs and search and the choice of stereotyping mitigation policy to adopt. We address model builders, academics, NLP practitioners and policy makers, calling for accountability and awareness concerning stereotyping harms, be it for training data curation, leader board design and usage, or social impact measurement.

Understanding Political Polarization via Jointly Modeling Users, Connections and Multimodal Contents on Heterogeneous Graphs

Understanding political polarization on social platforms is important as public opinions may become increasingly extreme when they are circulated in homogeneous communities, thus potentially causing damage in the real world. Automatically detecting the political ideology of social media users can help better understand political polarization. However, it is challenging due to the scarcity of ideology labels, complexity of multimodal contents, and cost of time-consuming data collection process. In this study, we adopt a heterogeneous graph neural network to jointly model user characteristics, multimodal post contents as well as user-item relations in a bipartite graph to learn a comprehensive and effective user embedding without requiring ideology labels. We apply our framework to online discussions about economy and public health topics. The learned embeddings are then used to detect political ideology and understand political polarization. Our framework outperforms the unimodal, early/late fusion baselines, and homogeneous GNN frameworks by a margin of at least 9% absolute gain in the area under the receiver operating characteristic on two social media datasets. More importantly, our work does not require a time-consuming data collection process, which allows faster detection and in turn allows the policy makers to conduct analysis and design policies in time to respond to crises. We also show that our framework learns meaningful user embeddings and can help better understand political polarization. Notable differences in user descriptions, topics, images, and levels of retweet/quote activities are observed. Our framework for decoding user-content interaction shows wide applicability in understanding political polarization. Furthermore, it can be extended to user-item bipartite information networks for other applications such as content and product recommendation.

Sustainable Aviation Fuels: Opportunities, Alternatives and Challenges for Decarbonizing the Aviation Industry and Foster the Renewable Chemicals

Sustainable Aviation Fuels (SAF) are pivotal in the global effort to decarbonize the aviation sector and meet greenhouse gas (GHG) reduction targets established by international frameworks such as CORSIA and Brazil ProBioQAV. This study evaluates SAF potential to reduce lifecycle carbon emissions by up to 80% while being compatible with existing aviation infrastructure. Through bibliometric analysis, scenario evaluation, legal and regulatory framework analysis and economic modeling, the research examines two key SAF production technologies: Hydroprocessed Esters and Fatty Acids Synthetic Paraffinic Kerosene (HEFA-SPK) and Alcohol-to-Jet (ATJ) pathways in the Brazilian context. The findings reveal significant economic challenges, particularly high feedstock and production costs, which hinder SAF competitiveness with fossil fuels at recent and current market prices in Brazil, leading to the analysis of potential incentives and commercial conditions aiming to increase economic attractiveness of SAF production. Based on interviews with relevant stakeholders and decision makers in the industry, scenarios incorporating tax incentives, carbon credits, capital grants, and premium pricing for SAF and its biogenic by-products demonstrate that combined policy interventions and commercial arrangements, along with a regulated Carbon Market are essential for SAF economic viability. Future research is suggested to look at regional assessments of feedstock availability, supply chain logistics, and global market eligibility. This research provides insights for guiding public policy and private investment to support the transition to sustainable aviation in Brazil and beyond.

VaxxHesitancy: A Dataset for Studying Hesitancy Towards COVID-19 Vaccination on Twitter

Vaccine hesitancy has been a common concern, probably since vaccines were created and, with the popularisation of social media, people started to express their concerns about vaccines online alongside those posting pro- and anti-vaccine content. Predictably, since the first mentions of a COVID-19 vaccine, social media users posted about their fears and concerns or about their support and belief into the effectiveness of these rapidly developing vaccines. Identifying and understanding the reasons behind public hesitancy towards COVID-19 vaccines is important for policy markers that need to develop actions to better inform the population with the aim of increasing vaccine take-up. In the case of COVID-19, where the fast development of the vaccines was mirrored closely by growth in anti-vaxx disinformation, automatic means of detecting citizen attitudes towards vaccination became necessary. This is an important computational social sciences task that requires data analysis in order to gain in-depth understanding of the phenomena at hand. Annotated data is also necessary for training data-driven models for more nuanced analysis of attitudes towards vaccination. To this end, we created a new collection of over 3,101 tweets annotated with users' attitudes towards COVID-19 vaccination (stance). Besides, we also develop a domain-specific language model (VaxxBERT) that achieves the best predictive performance (73.0 accuracy and 69.3 F1-score) as compared to a robust set of baselines. To the best of our knowledge, these are the first dataset and model that model vaccine hesitancy as a category distinct from pro- and anti-vaccine stance.

Identifying Climate Targets in National Laws and Policies using Machine Learning

Quantified policy targets are a fundamental element of climate policy, typically characterised by domain-specific and technical language. Current methods for curating comprehensive views of global climate policy targets entail significant manual effort. At present there are few scalable methods for extracting climate targets from national laws or policies, which limits policymakers' and researchers' ability to (1) assess private and public sector alignment with global goals and (2) inform policy decisions. In this paper we present an approach for extracting mentions of climate targets from national laws and policies. We create an expert-annotated dataset identifying three categories of target ('Net Zero', 'Reduction' and 'Other' (e.g. renewable energy targets)) and train a classifier to reliably identify them in text. We investigate bias and equity impacts related to our model and identify specific years and country names as problematic features. Finally, we investigate the characteristics of the dataset produced by running this classifier on the Climate Policy Radar (CPR) dataset of global national climate laws and policies and UNFCCC submissions, highlighting the potential of automated and scalable data collection for existing climate policy databases and supporting further research. Our work represents a significant upgrade in the accessibility of these key climate policy elements for policymakers and researchers.
